BMW, Toyota Plan To Jointly Develop Sports Cars

Just the Facts:
  • BMW and Toyota on Friday expanded their joint research and development beyond previously announced environmental technologies work.
  • Under the latest agreement, BMW and Toyota will cooperate in four areas: vehicle architecture and components, including for sports cars; fuel cells; lightweight technologies and vehicle electrification.
  • BMW and Toyota executives insist the development agreement is not a sign of the companies merging.

MUNICH, Germany ? BMW and Toyota announced on Friday that they will jointly develop sports cars, in addition to collaborating on environmental technologies including fuel cells, vehicle electrification and lightweight materials. No details on the jointly developed future sports cars were provided.

"I get so excited thinking about the cars that will result from this relationship," said Akio Toyoda, president of Toyota Motor Corporation, as he signed the agreement in Munich Friday with BMW Board Chairman Norbert Reithofer. "I am the one most looking forward to a sports car that is environmentally friendly and truly excites car fans around the world."

Since 2009 when he took the reins of the company his grandfather founded, Toyoda has promised more emotional cars to replace Toyota's bland ones. The much more stylish 2013 Toyota Avalon, which goes on sale in the U.S. at year's end, is the first vehicle to have Toyoda's imprint. "The attractive and emotional products we plan cannot be born in conference rooms but only where real development takes place," Toyoda said Friday.

One of those places promises to be Germany's famous N?rburgring. "When I drive at N?rburgring, there is always a car that passes me, and it is a BMW," said Toyoda, an avid racer. "BMW knows how to make a car perform. BMW knows more than anyone else that roads make cars. At N?rburgring, BMW is my greatest rival and has earned my utmost respect."

Toyota and Subaru already have collaborated sports car development with the result being the hot-selling Scion FR-S and Subaru BRZ.

The announcement Friday by BMW and Toyota expands on cooperative arrangements agreed to earlier by the two companies. Last December, BMW and Toyota announced they would explore joint research on mid- to long-term, next-generation environmental technologies that leveraged Toyota's expertise in hybrids and BMW's diesel expertise. In March, the companies kicked off joint research into next-generation, lithium-ion batteries used in hybrid and electric cars. The deal also included BMW supplying Toyota's European subsidiary with diesel engines starting in 2014.

The two companies insist they will remain independent entities but will continue to explore areas for collaboration.

But now it's been revealed that Google's digital magazine app will also be part of the Android 4.1 Jelly Bean OTA that'll be sent to ICS-running Nexus devices around the same time. An email sent to currents partners today indicate that Currents' user base is set to increase significantly as it goes from an optional app on the Play Store to a part of the core collection of Google apps. As such, we'd also expect to see Currents shipping out on future Google-certified Jelly Bean devices, as it becomes a more established member of the Google apps family.

Chicopee adopts $163 million budget with compromises from Mayor Michael Bissonnette, City Council

CHICOPEE ? The City Council approved a $163 million budget for fiscal year 2013 that added several new positions, some part-time, to enhance the city clerk?s office, the department of public works and the planning department.

Mayor Michael D. Bissonnette and City Council President George R. Moreau said they met a number of times over the past two weeks and said both sides compromised on proposals.

The 12-0 votes on nearly all the items and the cooperative attitude between Bissonnette and city councilors was a far cry from last year when the council cut a number of positions, including the mayor?s chief of staff and his administrative assistant, and Bissonnette stormed out of the meeting. Even some of the city councilors were criticizing their colleagues for the cuts.

?The process went very well for us as far as I?m concerned. There were compromises on both sides,? Moreau said.

The City Council agreed for the first time to create a full-time city solicitor at a salary of about $75,000. Bissonnette has asked the council several times for the position and members have repeatedly rejected it. Karen T. Betournay, the city solicitor, had been working part-time heading the office for $47,000 and served as the property custodian, earning $28,000.

As part of the compromise, the City Council eliminated the property custodian job, but Councilor James K. Tillotson told Bissonnette he could return in the future if it he felt there was a need.

The City Council also eliminated the proposal to hire an environmental planner post for $48,000 but authorized a $10,000 stipend for the development manager, who earns about $46,000, so he can work extra hours with the conservation commission and on projects that involve contaminated properties.

Bissonnette said he was happy with the idea. He wanted to hire and environmental planner to take some of the work load off City Planner Catherine L. Brown and said the position made sense since so many development projects now involve contaminated land.

Bissonnette also agreed with the City Council?s request to restore a position cut several years ago in the city clerk?s office, but recommended the new clerk also work part-time to do the paperwork for the city messenger?s office.

The council agreed with the job sharing idea, calling it a compromise that made sense.

?We came up with creative ways to provide those services in new ways,? Councilor Frederick T. Krampits said.

The council also agreed to eliminate a foreman in the Department of Public works and replaced the job with two laborers who will work primarily in forestry.

?All-in-all this is a slight improvement from where we were,? Bissonnette said about the budget. ?We are almost back to where we were before the recession hit.?

The budget, which is a $5 million increase over the previous year?s spending, will guarantee free trash and recycling services will continue, the police and fire departments will be fully-staffed and class sizes will stay the same in the schools, Bissonnette said.

One dead, 347 homes destroyed in Colo. fire

A preliminary report indicates 347 residences on about 35 streets have been destroyed by the Waldo Canyon Fire, Colorado Springs Mayor Steve Bach said Thursday afternoon, adding that the count isn't final.

The fire, the most destructive in Colorado's history, was 15 percent contained Friday morning. The cause hasn't been determined, said Jerri Marr of the U.S. Forest Service.

Late Thursday, authorities said a body was found in the debris of a burned-out home in the area, marking the first fatality from the blaze.

Police Chief Pete Carey said earlier that two people had been reported missing, and that a search was continuing, The Associated Press reported.

Earlier Thursday, Bach toured the heavily damaged Mountain Shadows subdivision.

"There was nothing left in some areas -- burned out foundations that were smoldering. It looked like a nuclear weapon had been dropped. It's as close to hell as I could imagine," Bach said after the morning tour.

Western wildfires seen from space

Crews are getting a break in the weather, with the area no longer under a "red flag warning," which means extreme fire danger.

On Wednesday, mandatory evacuations were ordered for the 3,000 people in the town of Crystola and part of Woodland Park after more than 32,000 people had to flee on Tuesday.

Those evacuation orders came as the fire moved down a ridge toward those homes, the Colorado Springs Gazette reported, citing communications from an emergency services scanner. "It's huge," said the voice over the scanner. "I would estimate two-three miles in width."

Colorado Springs Fire Chief Rich Brown on Wednesday called the Waldo Canyon Fire a "monster event" that is "not even remotely close to being contained." The cause of the fire is under investigation.

Tuesday night, the community of Mountain Shadows, northwest of Colorado Springs, appeared to be enveloped in an orange glow.

President Barack Obama will tour the Colorado Springs area on Friday to show his support, the White House said Wednesday.

The state's second largest blaze is the 136-square-mile High Park Fire, which has destroyed 257 homes and killed one woman. That fire was triggered by lightning on June 9 and is nearly contained.

In Boulder, Colo., the Flagstaff Fire burned to within 1.5 miles of the southern edge of the University of Colorado campus. The 230-acre fire was 30 percent contained and "remains a threat to Boulder," Reuters quoted incident commander Rocky Opliger as saying.

Nationwide, 35 large, active wildfires were being fought. The bulk of them were in nine western states: Colorado, Montana, Utah, Wyoming, South Dakota, New Mexico, Nevada, Arizona and California.

Although the fire season got off to an early start in the West, the number of fires and acreage burned nationwide is still below the 10-year average for this time of year.

The Associated Press provided this roundup of other fires across the West:

  • In Utah, a 72-square-mile wildfire has destroyed at least 56 structures, mainly homes, between Fountain Green and Fairview. That number is expected to rise. One person has died in that fire. A fire near St. George started Wednesday afternoon and had grown to 2,000 acres by midnight, forcing an undetermined number of residents near New Harmony and Bumblebee to evacuate. The fire was burning three miles north of Zion National Park, prompting park officials to close a canyon area popular with hikers known as the Kolob section.
  • In southeast Montana, wildfires that have torched more than 200 square miles and burned dozens of homes spread farther Wednesday, with more evacuations ordered after a blaze near Roundup jumped a fire line. The growing Dahl Fire, which has burned more than 60 homes by one estimate, forced an unknown number of residents to leave their homes near its southern flank, on top of an estimated 600 people evacuated the day before. "That's one of the most dangerous fires in the history of Montana," Gov. Brian Schweitzer said.
  • In Wyoming, a wildfire in the Bridger-Teton National Forest has grown from about 2,000 acres to 12,000 acres, or nearly 19 square miles, officials said Wednesday. Authorities worked to get campers out of the area.

The Rev. Franklyn Richardson, chair of the National Conference of Black Churches, made that assessment Thursday. He was one of several church leaders invited to an event on public discourse.

Richardson said that the key element of the low level of good discourse could be found with "articulated intolerance." He told CP that he felt in order to raise the level of civil discourse, the Church must "own its part" in creating the poor environment for civility.

"First of all, the Church must own its own contribution to this. The Church is not without accountability in this area," said Richardson. "The Church is not just a mere spectator of it, it was a participant. So the Church must own, we must own the ways in which we have been intolerant in our views."

Richardson's remarks came on a day when he was part of a day-long dialogue between church leaders of varying political backgrounds. Held at the Frederick Douglass Museum, the "Better Angels Dialogue" was sponsored by the Faith & Politics Institute.

Dr. Richard Land, president of The Ethics & Religious Liberty Commission, was another attendee of the summit. Land told CP that he believed the state of civility in the United States was "pernicious and cancerous."

"It is up to us people of faith to try to lead by example and by exhortation to get people to elevate the discourse by understanding that we can disagree with everything somebody may say without attacking them as a person," said Land.

"For instance, I am strongly pro-life, but that does not give me liberty to hate people who are pro-choice or to attack them and their motives ? I think that unfortunately we have gotten into a downward cycle and all sides deserve the blame."

Other leaders invited to the summit included the Rev. Canon Peg Chemberlin, immediate past president of the National Council of Churches; Ed Stetzer, president of LifeWay Research, the Most Rev. Katharine Jefferts Schori, presiding bishop of The Episcopal Church; and Dr. Janice Shaw Crouse, senior fellow at Beverly LaHaye Institute.

In an interview with The Christian Post, Crouse stated, "There is a general recognition that it's not just compromise for the sake of compromise but a matter of finding principles on which we can agree without discarding our own basic very deeply held beliefs and values."

Crouse believes that churches play a "pivotal role" in the effort to make public discourse on various issues more civil.

"So important that we have prophetic voices from the pulpit and that we have believers who are willing to really tackle the problems without resorting to clich?s and without resorting to stereotypes and putting people into boxes," said Crouse.

"Christ commanded us to work together and to believe in each other and treat people as equals. That does not mean sacrificing your own beliefs but it does mean standing up for truth and standing up for basic principles of faith."

UWE Bristol student qualifies for London 2012 Olympic Games

UWE Bristol student Andrew Pozzi has won the men's 110 metre hurdles at the British Olympic trials and gained a place in Team GB for London 2012 with a time of 13.41 seconds.

The trials, which took place at Birmingham Alexandra Stadium, also saw Lawrence Clarke and European Champion, Andy Turner competing ? they came 2nd and 3rd respectively with times of 13.45 and 13.52. Clarke will be joining Pozzi at the Olympics whilst Turner achieved the Olympic 'A' standard.

Alex Isaac, Head of Sport at UWE Bristol said, ?As a future Olympian and high achiever in education, Andrew is a fantastic ambassador for UWE Bristol and a role model for aspiring children seeking to combine education with a sporting career. We are absolutely delighted for him and look forward to cheering him on in our home Olympics.?

At 20 years old Andrew is undoubtedly a rising star in GB athletics and has a impressive record of achievements including being the current UK Senior indoor champion and holding the British Junior Record (13.29s in the U20 100m hurdles). Andrew has had an impressive season narrowly missing out on a medal at the World Championships whilst representing Great Britain in Istanbul last March.

Andrew Pozzi set his sights on senior competitions immediately after winning the silver medal at the 2011 European Junior Athletics Championships with a time of 13.57. He was ranked as the fastest Junior hurdler in Europe for the 110m Hurdles, 2011. He was also winner of the 'Outstanding Athlete of the Year' award at the UK Athletics Awards on 26 November 2011.

Andrew has been supported through the 'EliteUWE' scheme that entitles athletes to specialist physiotherapy, strength and conditioning training and nutritional guidance.

The first round of the 110m hurdles takes place at the Olympic Stadium on 7 August with the semi-finals and finals taking place the following evening.

A look at the ruling upholding Obamacare

WHAT DOES THE RULING MEAN TO ME?

The Supreme Court decision upholding President Barack Obama's health care law affects nearly every American. The law tells almost everyone they must have health coverage and guarantees it will be available to them even if they are already ill or need hugely expensive care. It helps the poor and many middle-class people afford coverage.

WHAT THE JUSTICES SAID

The high court upheld almost all of the law, including the most disputed part: the mandate that virtually all Americans have health insurance or pay a fine. The court said that fine is essentially a tax, and that's why the government has the power to impose it.

The ruling limited the law's plan to expand the Medicaid insurance program for the poor, a joint effort of the federal government and states. It says the U.S. government cannot withhold a state's entire Medicaid allotment if it doesn't participate in the expansion.

Chief Justice John Roberts sided with the court's four liberal justices ? Stephen Breyer, Ruth Bader Ginsburg, Elena Kagan and Sonia Sotomayor ? to form the 5-4 majority.

HUGE POLITICAL IMPACT

The court upheld Obama's signature legislative achievement. Final word from the court amplifies the most polarizing issue of his re-election campaign against Republican Mitt Romney.

GOP lawmakers and Romney have promised to repeal the law if they are in power after the November election.

WHAT NOW?

The 2010 health care law will keep taking effect. It's expected to bring coverage to about 30 million uninsured people. Overall, more than 9 in 10 eligible Americans will be covered.

Some parts are already in effect: Young adults can stay on their parents' insurance up to age 26. Insurers can't deny coverage to children with health problems. Limits on how much policies will pay out to each person over a lifetime are eliminated. Hundreds of older people already are saving money through improved Medicare prescription benefits. And co-payments for preventive care for all ages have been eliminated.

WHAT'S NEXT?

Starting in 2014, almost everyone will be required to be insured or pay a fine. There are subsidies to help people who can't afford coverage. Most employers will face fines if they don't offer coverage for their workers. Newly created insurance markets will make it easier for individuals and small businesses to buy affordable coverage. And Medicaid will be expanded to cover more low-income people.

Insurers will be prohibited from denying coverage to people with medical problems or charging those people more. They won't be able to charge women more, either. During the transition to 2014, a special program for people with pre-existing health problems helps these people get coverage.

An assortment of tax increases, health industry fees and Medicare cuts will help pay for the changes.

STILL, NOT EVERYONE WILL BE COVERED

An estimated 26 million people will remain without coverage once the law is fully implemented, including illegal immigrants, people who don't sign up and choose to face the fines instead, and those who can't afford it even with the subsidies. That number could be higher, depending on whether any states refuse the Medicaid expansion.

THE TAXING TRUTH

When the law was before Congress, Obama and Democrats avoided calling its penalty for going uninsured a "tax." But the administration argued before the Supreme Court that the law was constitutional as a federal tax. The court rejected two other Obama administration arguments for the law but accepted the tax one.

In 2016, after the law is fully in place, about 4 million people will pay the penalty to the Internal Revenue Service for being uninsured, the Congressional Budget Office has estimated. They would pay $695 per uninsured adult or 2.5 percent of family income, up to $12,500 per year.

The IRS can't prosecute violators or place liens against them, however. Its only enforcement option may be withholding money from refunds.

WHAT ARE REPUBLICANS SAYING?

"Obamacare was bad law yesterday. It's bad law today," Romney said after the ruling.

The Republican-led House already has voted for repeal but can't push it forward so long as Obama's in the White House and Democrats lead the Senate ? making the November elections crucial.

Senate Republican Leader Mitch McConnell called the court decision "a fresh start on the road to repeal."

OBAMA'S REACTION

Obama says the decision upholds the fundamental principle that in the wealthiest nation on earth, no one should be ruined financially by an illness or accident.

He called it "a victory for people all over this country whose lives will be more secure because of this law."

ABOUT THAT MANDATE

Many parts of the law have proven popular. But the insurance mandate is widely disliked.

Each time AP has asked in polls, more than 8 in 10 Americans have said the government should not have the right to require everyone to buy health insurance.

The public also has tilted against the law as a whole over the two years since it was passed. About half opposed it and a third were in favor in an AP-GfK poll shortly before the Supreme Court ruled.

"Sergei Lavrov has officially accepted the invitation to come to the actual meeting in Geneva on Saturday, June 30," Churkin told reporters ahead of a closed-door meeting of the U.N. Security Council on Syria. "We attach great importance to this meeting."

U.S. officials traveling with Secretary of State Hillary Clinton, who flew to Finland on Tuesday starting a three-nation tour that will see her meet with Lavrov on Friday in St. Petersburg, said no decision had yet been made on her attendance.

"The sticking point is a clear agreement that there needs to be political transition," one senior U.S. official told reporters on board Clinton's plane, repeating U.S. opposition to Annan's proposal that Iran be included in any such talks.

"We don't think Iran has been a constructive player on this issue," the official said. "Nothing has changed in that position."

Annan's deputy, Nasser al-Kidwa, was briefing the 15-nation council by video-link on Annan's attempts to prevent the total collapse of his moribund six-point peace plan.

Diplomats said it was not entirely clear that the meeting of the five permanent Security Council members and key regional players scheduled for Saturday will take place. Annan has said that Iran should attend, but diplomats say the United States, Saudi Arabia and others dislike that idea.

Several Western diplomats said there was no agreement on what the value of the meeting would be. But Churkin made clear that Moscow expected the Saturday meeting to go ahead.

"I hope other planned participants are going to be there as well," Churkin said. "We hope it can provide powerful impetus for political efforts to put an end to the conflict."

Reference to Iran??

So far Annan's attempts to get the opposition and government to begin a dialogue aimed at ending the 16-month conflict have failed. Annan has said that a "contact group" of the permanent council members and regional players could pressure the Syrian government and opposition to begin political negotiations.

One diplomat inside the council chamber told Reuters that Kidwa said "it's essential states with influence agree themselves on principles and guidelines to support a Syrian-led political transition."

He added that Kidwa said an "agreement on principles and scope of participation" - possibly a reference to whether Iran should take part - would be needed before the June 30 meeting could go ahead.

So far, envoys said, there is no such agreement among the five permanent Security Council members - the United States, Britain, France, Russia and China.

The U.S. official, briefing reporters with Clinton, indicated there were still hurdles to overcome, saying the meeting needed clear agreement that Syrian?President Bashar al-Assad should make way for a political transition.

"If Kofi Annan can get the proposed participants to agree on such a plan for political transition then there will be a meeting. But that's what we need to find out before we go to any meeting. There's no point in going just for the sake of it," the official said.

Russia, joined by China, has thus far used its Security Council veto to block Western- and Arab-backed moves for tougher U.N. action on Damascus, which has long been a key regional Russian ally and an important market for Russian arms.

Microsoft attack puts spotlight on Greek tensions

ATHENS (Reuters) - Gunmen driving a van packed with gas canisters firebombed the Athens headquarters of Microsoft on Wednesday, underscoring the threat of instability as Greece asks for more time and less hardship in cutting its crippling debt.

Fire gutted the ground floor of the blue four-storey HQ of the U.S. software giant, blackening its walls with flames, on the eve of yet another European summit seeking a solution to a regional debt crisis first unleashed by Greece.

At least two attackers were involved in the sophisticated assault at 4.45 a.m. (0145 GMT) in Maroussi, a northern suburb of the sprawling Greek capital, police said.

Brandishing pistols and an automatic rifle, they kept security guards at bay and set fire to the van carrying three gas canisters and five cans of gasoline. No one was hurt in the early morning assault.

There was no immediate claim of responsibility and police said it was too early to say who was to blame. Suspicion, however, fell on left-wing militants, who have a long and violent history in Greece. Anti-terrorist units were investigating the incident.

Since the end of a military dictatorship in 1974, Greece has been scarred by political violence and assassination, much of it carried out by the militant November 17 group, named after a student uprising which was bloodily suppressed by the army.

Authorities have dismantled the group, whose victims included the CIA station chief in Athens, but splinter organizations committed to the same radical left-wing or anarchist ideals remain active.

Social tensions are rising in Greece over the harsh terms of an international bailout saving the country from bankruptcy but only at the cost of deep economic suffering.

Branches of Macdonald's, Citi and Starbucks in Athens have been set on fire by protesters and militants in the past using petrol bombs or gas canisters.

The attacks usually take place at night and there have rarely been injuries, but three bank staff suffocated in May 2010 when protesters set their branch on fire during a protest march in central Athens.

The assault on Microsoft is a new headache for big multi-nationals in Athens already considering quitting the debt-ridden country because of unpaid bills, falling revenues and the prospect that Greece might be forced to leave the euro.

"They entered the office in a van ... in an effort to burn the whole place down," Ernst-Jan Stigter, general manager of Microsoft's Greek unit, told reporters on Wednesday. "We're grateful there were no injuries and all our crew is safe."

The fire department estimated the damage at about 60,000 euros ($75,000). Staff were told not to come to work.

Contacted by Reuters, Citibank, Coca-Cola and pharmaceuticals giant GlaxoSmithKline said they had no immediate plans to step up security, which has already been tightened after violent protests seen previously in Athens.

NO QUICK RESPITE

The Greek government is unlikely to win any immediate respite from the bailout conditions at a two-day summit of EU leaders starting on Thursday whose chances of making a decisive response to the debt crisis are rated as low.

The harsh conditions attached to a 130-billion-euro ($162.12 billion) lifeline from the European Union and International Monetary Fund, on top of 110 billion in 2010, have helped condemn Greece to five years of record-breaking recession that have enraged the population.

Greeks argue that the cuts in jobs, wages and pensions demanded by lenders have spared a corrupt, tax-evading elite and heaped an unfair burden on the poorest sections of society.

The streets of Athens are scarred by repeated bouts of violent protest. Banks, fast-food chains and government ministries have been targeted in arson or bomb attacks.

Responding to huge public pressure after a June 17 election, conservative Prime Minister Antonis Samaras has called for tax cuts, extra help for the poor and jobless, a freeze on public sector lay-offs and two more years to bring Greece's deficit under control.

He will miss the two-day EU summit after undergoing eye surgery on Saturday. Government spokesman Simos Kedikoglou said the prime minister would send a letter to EU leaders calling for "a different approach".

"It will assure them that we will honour our commitments and that we want to meet the fiscal consolidation targets, a balanced budget and other targets included in the accord with our European partners," Kedikoglou told 9.84 radio.

But, he added, "Our experience over the past two years shows that the recipe has brought a rapid rise in unemployment and a deepening recession. Accordingly, they have to let us try a different approach. We are seeking room for growth."

Fast losing patience with the slow pace of reform and a litany of broken promises, the country's euro zone partners, led by paymaster Germany, are reluctant to give more leeway.

The Greek wish-list goes far beyond the "adjustments" offered by euro zone partners to make up for weeks of paralysis during two elections since May and a deeper than expected recession.

All sides have played down prospects for any meaningful progress on Greece at the summit, and Athens says it will take its case to European capitals and Washington once Samaras has recovered from surgery to repair a damaged retina.

Greece's delegation to the summit will be led by 83-year-old President Karolos Papoulias. An aide, who declined to be named, said the president would fly economy class.

ICANN pauses system to decide suffix review order

NEW YORK (AP) ? The organization in charge of creating hundreds of additional Internet address suffixes to rival ".com" has suspended the Web-based system it set up to help decide the order in which it will review new address proposals.

The Internet Corporation for Assigned Names and Numbers shut the system indefinitely over the weekend after confirming reports of "unexpected results." ICANN said network delays and the system's response to "differing circumstances" caused problems.

Even before the technical issues emerged, participants had complained that the system, described as digital archery, was overly complicated. People proposing a new suffix had to specify a target date and time, and then return to the website at that time to hit a "Generate" button as close to the target as possible. Those with the closest matches would get their proposals considered first.

ICANN suggested that the suspension might be permanent given the complaints. Besides investigating the technical problems, ICANN said it "will continue to listen to community comment" and will consider any information gathered.

Even with the suspension, ICANN said it would be able to make preliminary reviews of the proposals.

ICANN has received 1,930 proposals for 1,409 different domain name suffixes, including ".love," ''.google" and ".music." It will be the largest expansion of the Internet address system since its creation in the 1980s.

The digital archery system's troubles are the latest technical problems to hit ICANN, which is in charge of coordinating much of the technology behind the Internet's addressing system.

This spring, ICANN suspended access to its system for letting bidders submit proposals, after it discovered technical glitches that exposed some private data. That took more than a month to fix and restore.

After the proposals were unveiled this month, ICANN briefly suspended access to some of the documents on its website after inadvertently publishing the postal addresses of some individuals ? information that was meant to be private.

(AP) ? Clint Bowyer raced to his first victory on a road course, and first with Michael Waltrip Racing, by holding off Kurt Busch at Sonoma.

Bowyer dominated Sunday's race by leading 70 of the 112 laps. Defending race winner Busch, in an unsponsored car, was all over the bumper of Bowyer's Toyota late and got a final shot at taking the win away when caution flew with four laps remaining.

Only Busch damaged his car with roughly eight laps to go, and he worried the entire caution period whether his Chevrolet was ruined and had no chance of catching Bowyer through the two-lap overtime sprint to the finish.

Bowyer raced side-by-side with Busch at the green flag, then cleared Busch and pulled away for the win.

"Kurt raced me clean, he bumped me and roughed me up, but never did anything to jeopardize either one of us," Bowyer said.

Bowyer, who left Richard Childress Racing at the end of last season to join MWR, had to walk to Victory Lane to celebrate with his new crew after his car ran out of gas.

"I'm super excited for everybody involved," Bowyer said. "To switch teams like I did was a huge risk and a chance for me, and it was a chance to showcase my talents."

It was a strong day all-around for MWR, which got a fourth-place finish from Brian Vickers, who was back to NASCAR after racing last weekend at Le Mans. Martin Truex Jr. led 15 laps, and was running in the top 10 until a late-race incident dropped him to 22nd.

"Everybody is just working together," Bowyer said. "That's something we are very proud of."

Tony Stewart passed Busch on the final lap to claim second, but said it was because Busch's car was struggling.

"Every time he would go in the corner, the rear end would shift, and it was running him to the outside of the track on entry and it was screwing his corner up," Stewart said. "Kind of got it by default there to a certain degree. Once we got by there, we just were not close enough in that last lap to get to Clint."

Busch wound up third. He was emotional after ? Busch missed Pocono earlier this month because he was suspended by NASCAR for verbally abusing a media member ? and said he was thrilled to compete for the win in an underfunded, unsponsored Phoenix Racing car.

"It's an amazing day, when you can do what we did," Busch said. "I'm a little choked up because A: We were in position. B: I was very considerate to Bowyer, who was going for his first win with the new team. And then C: which is most important, I made a mistake, I got into those tires in turn 11."

Busch, who has struggled with his temper on and off the track, saw a silver lining in his strong finish.

"If I can get my head on straight here, and after the race, then I could be able to race every weekend and go for victories," Busch said.

Vickers was fourth for MWR, followed by Hendrick Motorsports teammates Jimmie Johnson and Jeff Gordon.

Greg Biffle was seventh, followed by pole-sitter Marcos Ambrose, AJ Allmendinger and Joey Logano.

Most everyone believed the race would be a runaway win for either Ambrose or Gordon, but neither really contended.

Ambrose led the first 11 laps before plummeting through the field, and said the setup on his Richard Petty Motorsports Ford was just off.

"We really missed it," he said. "We missed it bad, and we did good to recover and get a top-10 out of it. We will take it and move on. We got the pole and had a lot of speed; we just missed it for the race.

"We were slow. It was just terrible. We had no speed in the car and we paid the price."

Gordon led one time for 13 laps before running out of gas as he was headed in for a scheduled pit stop.

There were only two cautions ? the fewest in track history for the Sprint Cup Series ? and so the race never shaped into the demolition derby most expected. Recent races on the 1.99-mile course had brought out road rage from drivers impatient to gain track position at a place with few passing zones.

It was never an issue on Sunday, though.

"I was happy about it," Stewart said. "Not having all of those cautions made it fun because you could actually race guys one-on-one a lot today versus, you know, having to worry about getting those big packs and big groups and having to worry about whether you're going to get run over or not."

Dale Earnhardt Jr., who ended his four-year losing streak last week at Michigan, failed to meet his goal of grabbing his first career top-10 at Sonoma. He was 15th on the final restart, but was stacked in traffic and spun, dropping him to 23rd.

"We had a good car, we've had better cars here, and we struggled all weekend," he said. "We hung around and were going to finish in the top-15, and on green-white-checkered, there are going to be some victims."

Texas Climate & Carbon Exchange Opens for Global Trading

I know, this almost sounds like a punch line to a bad joke, or perhaps an oxymoron. Many people tend to think of Texans as backward-looking, conservative, entrenched in the status quo and not at all interested in talking about climate change, except maybe to argue that it doesn?t exist. And they didn?t come by that reputation by accident, either. After all, it is the home of George W. Bush and Rick Perry, both of whom have been known to censor information about global warming. But there are two things that Texans understand, perhaps better than most of us and those are: energy and money. And, to a certain extent, in Texas, these issues seem to rise above ideological boundaries. That is why, for instance, Texas is the #1 state in the US in wind power, producing 6,527,850 GWh/yr (as of 2010) almost twice as much as its nearest competitor, Kansas.

Substituting windmills for oil wells is one thing, but carbon trading? One could argue that wind power makes sense here, because of the wide, open prairies and strong steady winds. But carbon trading could be done in Brooklyn. One could argue that because there are so many carbon credits available for trading here from all that wind power, it makes sense to locate it nearby. Or it could just be that Texans, understanding energy and money as they do, saw the opportunity and jumped on it first.

According to Nathan Rockliff, co-founder of Carbon Trade Exchange (CTX), parent company of the newly formed Texas Climate & Carbon Exchange (TCCX), ?Carbon Trade Exchange is proud to establish its first USA trading relationship from a central and strategic market such as Texas. We see the U.S. market as one of the fastest growing for Carbon in the world over the next decade.?

CTX, which is located in Sydney, Australia, has 150 members located in 22 different countries. You can think of it as a kind of stock exchange for the global electronic trading of emissions offsets, also known as carbon credits. TCCX, whose slogan is, ?a new environmentality? is located in Austin and is the sole licensee for the Carbon Trade Exchange for the United States, Canada and Mexico.

According to the CTX website, ?Our platform allows businesses to meet their compliance obligations under the EU Emissions Trading Scheme and voluntarily offset residual carbon emissions to become carbon neutral.?

Emissions trading is already well established in Europe.

Former principal charged in fatal Fla. stabbings

LEALMAN, Fla. (AP) ? A former Tampa Bay-area middle school principal who lost his job over a drug arrest five years ago went on a rampage Friday, stabbing several people ? killing at least two ? before driving his car into a crowded porch and also attacking two others at a motel, authorities said.

Anthony Giancola, 45, was taken into custody Friday afternoon and charged hours later with two counts of first-degree murder and two counts of attempted first-degree murder, the Pinellas County Sheriff's Office reported. Authorities said there were 11 victims in all, and several are being treated at area hospitals for injuries ranging from minor to life-threatening.

Sheriff Bob Gualtieri said Giancola told his mother afterward "that she would be very proud of him because he'd just killed 10 drug dealers."

The sheriff said Giancola was bloody and "apparently high on drugs, intoxicated." Police said there was no indication any of the victims were involved in illegal activity.

The crime spree began shortly before 11 a.m. in Lealman, a small city in Pinellas County, about 20 miles west of Tampa.

That's when Giancola went to a group home for the hearing impaired and stabbed four people there, police said. Officials said Justin Lee Vand, 27, died at the scene, and Mary Anne Allis, 59, died at a nearby hospital. Injured were Danielle Whitney Gilbert, 25, and Janice Denise Rhoden, 44. Of the two wounded, one person was reported to be in serious condition. There was no immediate indication that the victims were involved in criminal activity. A child who lived there was not home at the time, said neighbors, who were stunned by the day's events.

"It's crazy," sighed Ken Seidl, 52, who lives down the street from the group home. "There's always problems in this neighborhood, drugs, prostitution. But never (anything) this drastic."

Pinellas County Sheriff's spokeswoman Cecelia Barreda said officers are still piecing together the timeline.

"It appears at this moment, this is all random," said Barreda.

Giancola also went to the Kenvins Motel in the nearby city of Pinellas Park, where he attacked the married couple who own the motel with a hammer, authorities said. Kanu and Indiranden Patel, both 57, were taken to a nearby hospital for treatment. The husband is in critical condition, authorities said.

At around 11:30 a.m., Barreda said, Giancola pulled up in front of a house in Pinellas Park and asked residents where he could find women. The residents told him to go away, and Giancola drove away angry. He soon returned and crashed his car into their porch, injuring three women and one man, police said. The women were taken to a nearby hospital, but the man refused treatment.

Authorities said Giancola also struck a 13-year-old boy on a bike. The boy's injuries were minor.

The Tampa Bay Times reported that Giancola's mother and sister picked him up afterward as he sat in his idling Ford outside a diner. They took him home, but he didn't stay, so they called deputy sheriffs.

By that time, officers had spoken with victims who were able to communicate and had pieced together the name of the suspect, Barreda said. A police dog tracked Giancola to near a storage facility and that's where he was arrested.

Giancola was first arrested in 2007. Authorities said he bought $20 of crack cocaine from an undercover police officer during the school day in his office at Van Buren Middle School in Tampa. Giancola eventually pleaded guilty to purchasing crack cocaine, possessing crack cocaine and possessing marijuana. Court records show he was sentenced to a year in jail and three years of probation.

A message left at a telephone listing for Giancola seeking comment from his family wasn't immediately returned. It wasn't clear if he had an attorney.

The sheriff's office said the Florida Highway Patrol was investigating the hit-and-run, and Pinellas Park police were investigating the motel attack. Pinellas Park police had not yet brought charges Friday evening, a spokesman said.
